Meet Tualatin Moving Forward Team Members Jill Roszel and Katie Selin

Throughout the five years of the City’s Tualatin Moving Forward transportation program, public engagement has remained a high priority for this dynamic, multi-year program. Behind the scenes, over that time Jill Roszel and Katie Selin have been the backbone of public outreach—involving hundreds of residents in project planning. Jill says “The City of Tualatin truly embraces public engagement. They really care!”

Jill and Katie both work for Alta Planning & Design, a sustainable transportation firm assigned to program management. They credit Katie Mangle, a member of the Tualatin Transportation Team and “our fearless leader” as Tualatin Moving Forward’s top strategist for public engagement.

This year, Jill is leading public communications for the long-awaited project at the Nyberg Road / Tualatin-Sherwood Road / I-5 interchange—the City’s busiest intersection–in addition to other projects throughout Tualatin. Meanwhile, Katie leads public outreach for the Boones Ferry Road bicycle and pedestrian improvements. That project began with a demonstration study at the BFR/Iowa Street intersection, plus pop-up events involving neighbors who were invited to critique the design and help set the pattern for the rest of the project.

What has been the most fun for Katie and Jill over the past five years? The grand reopening of Garden Corner Curves on November 20, 2021—a community celebration complete with Tualatin High School’s marching band, fun family festivities, and a speech by the Mayor.

The greatest challenge? The overnight pivot to virtual outreach methods necessitated in March 2020 by the pandemic—and lasting over the past three years.

The most rewarding? Improving safety for people walking, rolling and driving in so many Tualatin neighborhoods, engaging many residents to weigh-in on the project designs in Las Casitas neighborhood, near 95th Avenue and Avery Street, involving Tualatin Elementary School; in the Hazelbrook area; and all along Boones Ferry Road. “It’s been cool to really get to know project neighbors. A key is consistent outreach so participants can see the results of their input included in the final design”, says Katie Selin.

Outside her day job, Katie likes to bike, kayak and ski. Jill enjoys hiking and camping with her two young children, a 3-year old and 5-year old who consume much of her “free time.”

Originally from the East Coast and Midwest, they received college degrees in Maine (Katie) and Wisconsin (Jill). Later they each earned a Masters in Urban and Regional Planning at Portland State. Jill is a licensed landscape architect, while Katie is a transportation planner.

With the Tualatin Moving Forward transportation program scheduled to conclude at the end of 2023, to date 30 projects have been completed and another 6 are underway. There’s still time to get involved. For an update, go to TualatinMovingForward.com
