What is the Transportation Development Tax (TDT)

In 2008, Washington County voters approved a measure to implement the Transportation Development Tax (TDT).  It’s a charge on developers of new residential, commercial, and other projects within all cities and unincorporated areas of Washington County. The uniform rate is a one-time charge on development at the time of construction to help pay for capital costs of roads and transit, to serve new development.

How is the Amount Determined?

TDT is based on the total estimated traffic generated by the development.  The estimated traffic generation takes into consideration the type and size of development.  Developments which generate a larger amount of traffic due to their type and/or size pay a higher rate, while developments with fewer traffic impacts pay less. At the time of development, the TDT is paid to the overseeing jurisdiction.

What is the Revenue Used For?

All revenue is dedicated to capital improvements needed to accommodate growth within the same jurisdiction. Eligible projects are major roads, including sidewalks and bike lanes, and transit capital projects.

What are TDT Credits and How are They Used?

Developers who construct major road improvements above and beyond the requirements of the project may be granted credit.  Credits are based on the cost of the improvement and applied against the total amount owed in TDT.
