The State of Oregon offers many competitive tax incentives and financing programs to encourage businesses to locate and expand locally.

Tax Incentives: From the Strategic Investment Program (property tax exemption on large capital investments) to the Business Expansion Program (cash incentive for new hires) and more, there is something for you.
Capital Financing Tools: Business Oregon also uses lottery dollars to back loan guarantees to make financing and affordable endeavor for your business.

Small Business Toolkit

The City of Tualatin, in partnership with the Chamber of Commerce, has a desire to make Tualatin the best place to open a business. The Small Business Toolkit was created to assist prospective business owners through Tualatin’s permitting process.  This guide covers the basics, from finding a location to outlining the permit process.  We hope this guide is useful and we welcome any questions!

Locating in Tualatin

The City of Tualatin welcomes all new businesses both large and small. If you are looking for industrial/manufacturing, visit the Available Sites & Locations. If your business includes the construction of a new facility or renovating an existing building, it is important that you contact the Planning Division for a "pre-application" meeting. Our team will help you identify the uses allowed in each zone, as well as the various permits that will be necessary.

Information on the City's development requirements can be obtained online in Tualatin's Development Code. The Tualatin Development Code is also available for purchase for $50.00.

Business Licenses

Whether you're a one-person business or employer with 50+ employees, a City of Tualatin Business License is also required. For any additional information regarding business licenses, please contact Tualatin's Finance Department.

The Tualatin Chamber of Commerce strives to promote, educate, and support a vital business community. They have many resources and contacts to assist the development of your business.

Oregon Secretary of State

The Oregon Secretary of State’s Office provides numerous tools and resources for starting and registering a new business, including guides for opening your business.

US Small Business Administration

The Small Business Administration has a District Office located in Portland. They provide support services and programs to small business owners and entrepreneurs primarily in the following areas:

  • Access to Capital (Business Financing)
  • Entrepreneurial Development (Education, Information, Technical Assistance & Training)
  • Government Contracting (Federal Procurement)
  • Advocacy (Voice for Small Business                      

SBA resources are also available through several local organizations that include the Women’s Business Center at MercyCorps NW, the Small Business Development Center Network, and SCORE.

SCORE

Portland SCORE is a nonprofit organization dedicated to the formation, growth and success of small businesses. Through a collection of 90 counselors on staff, prospective business owners can arrange one-on-one counseling or at­tend regular workshops for free!
