Core Area Grant Program

Overview
The City of Tualatin has dedicated $20,000 in CARES Act Grant Funding to Businesses in the Core Area Parking District to help offset requirements to assist with common area maintenance and safety. Ensuring a safe, stable and accessible core area is vital for the long term success of our businesses. Eligible businesses may receive grants up to 50% of their core area parking tax payment.
In addition, Core Area Businesses are strongly encouraged to apply for the City’s Business Rent Assistance Program and the State of Oregon Small Business Grant Program. Eligible Business are able to receive funding from all grant programs.
Business Eligibility
- Located in the Core Area Parking District.
- 25 or less employees.
- Current Tualatin business license.
- Businesses must be adversely affected economically in either one of the following two categories:
- Prohibited from operation as directed by the Governor of Oregon’s Executive Order No. 20-12.
- Decline in revenue due to the COVID19 epidemic of 25% or more in the time period of March 2020-September 2020 compared with the comparable months in 2019.
- No national chains. National chains are defined as franchises/for-profit corporations that are not headquartered in the State of Oregon or Washington County, Oregon; except in the case where the franchisee or brand has a Tualatin-based owner and the brand has no more than one location within the Tualatin city limits at completion this grant.
- Headquarters must be based in the State of Oregon

Businesses that have not received funds from the Economic Stabilization Fund 2.0 Program will be prioritized.
Business Ineligibility
- Non-Tualatin owned and based businesses
- Business that are restricted to patrons 18 years or older.
- Passive real estate holding companies and other entities holding passive investments.
- Businesses that are delinquent on federal, state or local taxes that were due before April 1, 2020.
- Businesses that do not comply with all federal, state and local laws and regulations.
- Businesses that do not otherwise meet the eligibility requirements sets forth above.
Award Amounts
- Up to 50% of the required Core Area Parking Fee.

Important* - Business financial documents are not public record and will be held in confidence.
Tax Responsibility
Recipient is responsible for all state and/or federal taxes applicable to any portion of the grant.

October 23, 2020 - Application Opens
November 5, 2020 - Application Closes
November 10, 2020 - Award Notification
November 14, 2020 - Total Funds Distributed
