Urban Renewal Education Series
Education Series
In 2019, the City of Tualatin City Council expressed interest in learning more about how urban renewal can help meet the community development needs identified from the Tualatin|2040 Project. The Education Series was broken into three sessions focused on different aspects of urban renewal.
Session I
"Urban Renewal Basics"
On April 22th, the Tualatin City Council/Tualatin Development Commission was presented with Session 1 of the Urban Renewal Education Series by our consultant Elaine Howard, Howard Consulting. The session focused on the general overview of what urban renewal is, how it is funded through tax increment financing (TIF), and how TIF is collected by the authority and its effect on property owners and area taxing entities.

Session II
"Overview of the Tualatin Urban Renewal Districts"
On June 24th, the Tualatin City Council/Tualatin Development Commission was presented with Session 2 of the Urban Renewal Education Series by our consultant Elaine Howard, Howard Consulting. The session focused on the general overview and history of the Tualatin Urban Renewal Areas – Central Urban Renewal District and Leveton Tax Increment District, and the current remaining assets of each district, and the next steps of disposition of cash and land assets to officially close down each district.

Session III
"What To Do Next"
On October 28, 2019, the Tualatin City Council/Tualatin Development Commission was presented with Session II of the Urban Renewal Education Series. The Session focused on the process and steps of amending each urban renewal districts’ plans and closing down each district. In efforts to effectively close down each district, the remaining district revenues must be properly utilized. The Commission also explored the idea of establishing new urban renewal areas to accomplish development priorities identified in the Tualatin|2040 Project. On February 27, the City of Tualatin City Council approved of conducting feasibility studies for urban renewal: District 1 (Basalt Creek and Southwest Industrial Areas) and District 2 (I-5 Corridor and Tualatin-Sherwood Road).
