Transportation System Plan

Transportation System Plan Logo

Big news! We are updating our Transportation System Plan (TSP), aiming for Council adoption in late 2024. After months of work, we’re excited to share our proposed investments to build our future transportation system. Are we getting this right? Visit Tualatintsp.com to take the survey or visit us at an event.

We’ve put together proposed infrastructure projects to maintain our existing roadway system, address traffic challenges, make it easier and safer to walk, bike and roll, and more! Now is the time to see if any project is missing or let us know if we’re getting it right.

How to share your feedback:

Legal document to guide transportation planning, policy, and investment in Tualatin.

The TSP is the legal document to guide transportation planning, policy, and investment in Tualatin. The plan must meet the state-wide requirements of Planning Goal 12 as administered by the Department of Land, Conservation, and Development (DLCD) and the Oregon Highway Plan as administered by Oregon Department of Transportation (ODOT). For the region, the plan must adhere to Metro's Regional Transportation Plan (RTP) and Regional Transportation Functional Plan (RTFP).

How is this being accomplished?

This plan guides the work of City staff in planning and building transportation in Tualatin. As new development occurs, City staff use this document to require improvements.

The transportation bond program, Tualatin Moving Forward, is one way to fund much-needed TSP projects.

A helpful partner in constructing TSP projects is Washington County Land Use and Transportation. Examples include the new road construction of 124th Avenue and the upcoming (2019) widening of Tualatin-Sherwood Road. Transportation Development Tax (TDT) credits act as an incentive for private developers to construct transportation improvements.

The TSP informs Tualatin's approach to transportation improvements in county, regional, or state efforts, such as the Southwest Corridor Plan.

For information on achieving TSP transit goals, read Tualatin's transit page. For information on TSP bike-pedestrian goals, read the Parks and Recreation Master Plan.

The TSP also informs future land use planning. Examples include the Basalt Creek Area Plan and Southwest Tualatin Concept Area Plan
