City of Tualatin Names Richard Contreras as 2024 Employee of the Year
TUALATIN, OR – The City of Tualatin is proud to announce that Richard Contreras has been named the 2024 Employee of the Year, recognizing his exceptional contributions to the Tualatin organization.
Hired on August 1, 2022, as the City’s first-ever Procurement & Contracts Analyst, Richard has reimagined contract management—turning what was once a cumbersome and often complex process into a seamless and efficient system. His innovative approach has streamlined workflows, reduced unnecessary bureaucracy, and saved the City valuable time, money, and stress.
Richard has transformed contract management into a smooth and accessible process in the City of Tualatin, making it straightforward and efficient. He embodies the very best of Tualatin’s core values. His work has had a profound impact on our organization.
Beyond his technical expertise, Richard is known for his warm demeanor and collaborative spirit. His positive attitude and commitment to customer service have earned him the nickname “The Contract Whisperer,” making contract discussions not only productive but even enjoyable.
The Tualatin City Council officially adopted the proclamation recognizing Richard’s achievements on February 10, 2025. His dedication and ingenuity exemplify Tualatin's core values, setting a high standard for excellence across the organization.
