Fees and Fee Schedules

When you obtain a building permit, your fees cover the cost of:

  • A review of submitted plans by one of our staff 
  • On-site inspections during construction
  • Capital improvements in your neighborhood and the surrounding area

Permit fees vary depending on the type and complexity of the work performed. Large commercial projects involve more plan review and inspections; smaller projects and residential work typically have less to review and fewer inspections, resulting in lower permit costs. 

When you apply for your permit, review fees and deferred submittal fees are due.  Review fees often include both a plan review fee and a fire, life, and safety review fee.

Refund Policy

Development fees paid to the City of Tualatin are non-refundable with the exception of permit fees. Requests for permit fee refunds must be made prior to any inspections. No permit fee refunds will be issued once an inspection has been completed.

Permit Fees

Fees Based on Valuation

Project valuation (cost of labor + materials) will determine the fees. Sub-permits such as commercial mechanical, fire sprinkler, and fire alarm are calculated based on the valuation for the individual scope of work. The valuation should includes all materials, parts, and labor. For an estimate of the building permit fee, see the fee charts below.

Fees Based on Fixtures

The plumbing permit fee includes the total number of plumbing fixtures capped, added, or moved, and installation of any linear length of pipe. This fee schedule is for both commercial and residential plumbing projects.  The minimum fee covers permitting and inspection costs.

The residential mechanical permit fee includes the number of new mechanical fixtures (exhaust fans, fireplaces, etc). For a quick mechanical permit fee reference, see fee sheets below.

Plan Review Fee

All plan review fees (except plumbing) are equal to 70% of the permit fee.  Plumbing plan reviews are equal to 45% of the plumbing permit fee for commercial projects with a 2” or greater water meter.

Fire and Life Safety Plan Review Fee

This fee is equal to 45% of the permit fee and covers the cost of the extra fire and life safety plan review when required.

Deferred Submittal Fee

This fee applies to non-residential projects when additional permit applications and/or project information will be provided at a later date. The deferred submittal fee is an amount equal to 65 percent of the building permit fee calculated in accordance with OAR 918-050-110(2) and (3) using the value of the particular deferred portion of the project with a minimum fee of $360.00. This fee is in addition to the project plan review fee based on the total project value.  The deferred submittal fee covers the cost of revisiting a project for review. Deferred submittal fees are not required when all information is submitted at the time of application.

State Surcharge

This fee applies to all permits (with few exceptions). It is equal to 12% of the permit fee. This fee goes directly to the State of Oregon.

Technology Fee

This fee applies to all permits (with few exceptions). It is equal to 3% of the permit fee.

Metro CET

The Metro Construction Excise Tax (CET) is 0.12% when the valuation on a permit is over $100,000 with a maximum of $12,000 of CET fees collected per structure. This tax goes directly to Metro.

Reinspection Fee

Re-inspection fees may be assessed under provisions of OAR Section 309.1. This fee covers costs for additional inspections with rates included on the fee sheets below.

Revision Plan Review Fees

Additional plan review fees may apply for plan revisions at a pre-set hourly rate of $100/hour.
