Temporary Water Services
The City of Tualatin provides temporary water services and water truck filling for water access when no permanent connection is needed. This program allows the permit holder to access water for a limited amount of time through a temporary service or by filling a water truck or tank at Tualatin City Services, located at 10699 SW Herman Rd., Tualatin, Ore. 97062.
The City offers three types of temporary services:
- Fire Hydrant Meter
- Water truck/ tank fill station
- Temporary in-ground water meter

Tualatin Municipal Code 3-3-060 Temporary Water Services covers everything you need to know about the program.
Things to keep in mind:
- A valid Tualatin or Metro business license is required for companies accessing water for business use (for example: mobile cleaning business). This may not be required for construction or residential water use.
- A minimum of two business days' notice is required for all appointments.
- Anyone causing damage to hydrants or using city water without an approved permit is guilty of a Class B misdemeanor, punishable by a fine up to five hundred dollars ($500) or by imprisonment in the county jail for not more than six (6) months, or by both such fine and imprisonment.
Fire Hydrant Meters:
- Permits are valid for 6 months, with one allowable 6-month extension.
- Only available within the City limits
- Temporary fire hydrant meters are only installed within the City, by City staff.
- Appointments require a minimum of 2 business days notice
- Please slowly open and close hydrants to prevent damage to City infrastructure.
- Hydrants must be operated in the fully opened position
- Hydrants left in the off position when meters are not in use. Any unattended fire hydrants in the "charged" position may result in meters being removed.
Filling a Truck or Tank at the Tualatin City Services Building
- Permits are valid for 6 months
- For use within or outside of City limits
- Permitted water trucks or tanks can obtain water at Tualatin City Services building.
- Appointments require a minimum of 2 business days' notice.
- Water trucks and tanks are inspected for air gap measuring 2x pipe diameter or a minimum of 1 inch.
Temporary In-Ground Water Service
- Permits are valid for up to 1 year.
- Only available within the City limits
- Additional building and/or engineering fees may apply
- Maximum size of in-ground meters is two inches
