Capital Improvement Plan (CIP)
The City of Tualatin's Capital Improvement Plan (CIP) establishes, prioritizes, and coordinates funding for projects to improve existing and develop new infrastructure and facilities. The use of a Capital Improvement Plan promotes better use of the City’s limited financial resources, reduces costs and assists in the coordination of public and private development. The planning process is also valuable as a means of coordinating development of facilities and infrastructure.
The City’s CIP is a five-year roadmap which identifies the major expenses over and above routine annual operating expenses. While the CIP serves as a long range plan, it is reviewed and revised annually. Priorities may be changed due to funding opportunities, community needs, government mandates or a variety of other circumstances that can affect assets.
As a basic tool for documenting anticipated capital projects, it includes some “unfunded” projects in which needs have been identified, but specific solutions and funding have not been determined.
