Utility Facilities in the Right-Of-Way: License Application
UTILITY FACILITIES IN PUBLIC RIGHT-OF-WAY (ROW) LICENSE APPLICATION AND RENEWAL LICENSE APPLICATION

Every utility company owning or operating facilities in the ROW must obtain a rights-of-way license from the City prior to conducting any work in the right-of-way or placing any facilities in the right-of-way in accordance with Tualatin Municipal Code (TMC) 3-6.
The license year is from January 1 to December 31 and is valid for five years.
This application is for utility providers that are conducting any work in the rights-of-way or placing any utility facilities in the rights-of-way. If you are looking for a permit for ROW Construction work please use our eTRACKiT Portal.
Instructions: Provide all information and a nonrefundable application fee. The City will review the application and, if approved, return an executed copy to the applicant which will serve as the license. If the applicant will provide utility service to any customers within the City, the applicant must also obtain a business license with the City. Business licenses are distinct and separate from the ROW license application.
