Public Works Permit

A Public Works (PW) Permit is required prior to construction by any private party or business, quasi-public body, public agency, or governmental agency, except for construction performed by City agents or employees.

Construction is defined as any construction or improvement within a public right-of-way, public easement, natural drainage way, creek, stream, river, or tract to be dedicated to the City.  Domestic wells, septic tanks, and any type of construction regulated by the State Building Code or located exclusively within a private property do not require this permit.

Prior to submitting an application for a Public Works Permit, please attend a preapplication meeting with the Engineering Division by emailing us at Engineering@tualatin.gov. Required attendees include the owner, the design engineer, and the contractor if known. Once you are familiar with the permitting process, please review the supporting documents below.

Typically, the following documents and items must be completed and approved prior to a Public Works Permit being issued:

  • City Approved Stamped Construction Drawings
  • Construction Improvement Agreement
  • Performance Bond
  • Proof of Minimum Insurance Coverages
  • Hold an on-site Pre-Construction Meeting (to be scheduled by the Engineering Division)
