Tualatin 2040
Background
Tualatin 2040 is a project that asked the community how, over the next 20 years, growth in Tualatin should happen and how we can address our needs. This input will inform updates to policies and regulations in the Tualatin Comprehensive Plan and Development Code, which play a crucial role in providing long-term solutions to safe, affordable, and stable housing.
On December 9, 2019, the Tualatin City Council voted to accept Tualatin 2040 Policy Priorities (Prioridades de Política) and the following supporting documents:
Housing
As part of Tualatin 2040, the City produced a Housing Needs Analysis (HNA) which evaluates how much and what type of housing is needed to accommodate our community's future need. The HNA also provided recommendations on how Tualatin can meet these needs, including: evaluating opportunities to increase residential densities, encouraging development of a wider variety of housing types, and considering policies in support of affordable housing.
To build on the HNA recommendations, Tualatin then produced a Housing Production Strategy (HPS) to establish goals and strategic actions that address the identified housing needs, with an emphasis on improving outcomes for underserved communities, people with lower incomes, and people in state and federal protected classes. Implementation of the HPS is expected to occur over a six-year period, as many strategic actions require further analysis, engagement of consultants, amendments to existing standards or programs, and discussions with decision makers.
Tualatin's Equitable Housing Funding Plan Progress
Tualatin is working on a Strategic Equitable Housing Funding Plan that would study potential ways to increase affordable housing production through different financial sources. Additionally this Plan will advance nine of the strategic actions identified in the Housing Production Strategy. The desired outcomes of this project are to:
- Reduce financial and regulatory impediments
- Create financial and regulatory incentives
- Access resources available to increase the availability and affordability of needed housing
An advisory committee of housing professionals, finance professionals, and interested citizens have met five times over the course of this project to provide input on the development of these funding strategies. At their final meeting, they reviewed the draft funding plan and will forward a recommendation of adoption and implementation to Council at an upcoming hearing.
