History of the Bond

Back on August 8, 2022, Tualatin City Council passed a resolution to include a parks bond on the November ballot for new park investments. This bond measure authorizes up to $25,000,000 in principal amount of general obligation bonds to finance capital costs related to trails, natural areas, sports fields, parks, and river access; and is expected to include a new east-west trail corridor and public access point on the Tualatin River, new and improved sports fields, and parks improvements citywide.

New trails will create connections to reduce traffic, improve pedestrian safety, and promote healthy transportation options. Expanding Tualatin’s trail connections will make parks, schools, and transit stops accessible to more community members. Additional access to and the creation of sports fields in City parks and through a cost-effective partnership with the School District will provide places for youth health and wellness. Creating a new riverfront destination in Tualatin’s downtown will enhance local businesses, provide environmental education opportunities, and create a place for truly accessible river access.

The November 8, 2022 election made it clear that our community cares deeply about parks, natural areas and trails, even in the face of other issues facing voters. Thanks to Tualatin voters, these funds will provide citywide park and trail improvements including a new public access point on 

Bond Objectives

  • Improve Athletic Fields
    • The energy-efficient LED lighting upgrade at Tualatin Community Park is complete. We are looking forward to seeing teams play under the new bright lights! 
    • Engagement with community sports organizations and the school district to determine potential field improvement locations at parks and schools concluded in 2024. An assessment of City parks fields is in process at this time to guide and inform Park Bond investments with community sports involvement.
  • Improve Play Equipment
    • The younger children’s playground at Atfalati Park received a quality upgrade, as the outdated play equipment was replaced with new features! That's not all—a new, much needed, picnic shelter has been installed as well. This exciting project is now complete and the area re-opened in early December 2023!
    • The new Jurgens Park equipment that was chosen with the help of over 400 community members has officially been installed and back open to the community. The new features include a climbing wall, two new swing sets, synthetic turf, forest themed, and ADA accessibility.
    • The Tualatin Parks Advisory Committee chose new play equipment to replace the remaining aging playground features at Ibach Park. Rest assured, the Mastodon Bones will remain untouched! The 2-5 year old play area is now updated and with an all inclusive wee-saw and bridge. Upgrades to the teen/tween area have also been completed.
  • Increase Trail Connections
    • Design is completed for the 0.7 mile Nyberg Creek Trail along the south side of the wetlands and permits have been submitted. City staff are working on a final easement to keep the trail out of the wetlands and save cost. At this time construction is expected summer/fall of 2025.
  • Create New Water Access
    • The riverfront park site planning and community engagement is aligned to collaborate, coordinate and integrate with the Core Opportunity & Reinvestment Area community involvement. The Riverfront Park site falls within the CORA Plan boundary, and the project scope will be expanded to incorporate multi-modal connectivity enhancements, including strengthening links to central downtown south of Riverfront Park.
  • Upgrade Existing PArks
    • Veterans Plaza construction at Tualatin Commons is complete and open to the public. Artwork installation is scheduled for April 2025 with a May 26, 2025 ribbon cutting.
