Tualatin Police Re-Arrest Sex Abuse Suspect After Release From Jail
On Wednesday, November 13, 2013, at approximately 9:40am, Tualatin Police Officers contacted and re-arrested Ian Joseph Billow, 28 years of age, at his place of business in Wilsonville. Billow was previously arrested by Washington County Sheriff’s Office on charges of sex abuse relating to incidents occurring in Tualatin and Washington County. He had been lodged at the Washington County Jail, but was released from custody the previous evening.
Tualatin investigators learned of three additional victims stemming from incidents at apartment complexes in Tualatin and Tigard, dating from this past summer until recently. Investigators think there might be additional victims in Wilsonville, Tigard, Tualatin and surrounding areas.
In addition to previous charges filed last Sunday, Billow is now facing three more counts of third degree sex abuse and three more counts of harassment. He is lodged at the Washington County Jail. A booking photo can be obtained by contacting the jail.
